I understand your frustrations. I too have clients that don't understand the importance of communication in a virtual working relationship. 

My best solution is to schedule a once a week conference call. In this call we go over the to-do list, what's been completed, what's in progress and if there is a hold up on something we brainstorm a solution. Usually this takes between 15 and 20 minutes just once a week. 

Also, have you sent out a "friendly reminder" email to jog their memory on what action they need to take? I've done this too.

They give me projects to do and then they don't follow up on what needs to be done on their end for me to accomplish the tasks.I am willing and able to do the work that is required and then some.
